🚨 R596.4 million, spread across 1,237 contracts with a single public hospital.

Briefly News reports that Stefan Joel Govindraju, 37, one of the accused in the Tembisa Hospital procurement fraud investigation, was arrested at OR Tambo International Airport after landing back in South Africa from the Seychelles.

He was granted R200,000 bail by the Palm Ridge Specialised Commercial Crimes Court. His legal team argued he was no flight risk, pointing to family ties, business interests and financial roots in the country, and said he returned voluntarily knowing he was under active investigation. The state did not oppose bail.

The Hawks allege hospital officials worked with service providers to manipulate procurement at the institution, in a scheme estimated at approximately R635 million.

🔴 The alleged mechanism is the detail that matters. Individual transactions were, per the Hawks, deliberately kept below the R500,000 threshold, which meant formal tender procedures could be bypassed entirely.

The Special Investigating Unit has separately identified Govindraju as linked to 73 companies that allegedly received about R596.4 million through 1,237 contracts with the hospital. Briefly News reports his wife is employed as a doctor at Tembisa Hospital.

Charges include fraud, corruption, forgery and uttering, money laundering and contraventions of the Public Finance Management Act. He has not been convicted, and the investigation continues.

The hospital's name carries history. Babita Deokaran, acting Chief Financial Officer at Tembisa Hospital, had documented roughly R850 million in irregular expenditure before she was shot dead outside her Johannesburg home on 23 August 2021.
