$1.8M DHS BILL LANDED AFTER HE ALREADY LEFT THE US
He drove into Tijuana instead of flying out of LAX, so there is no airline record of his exit. His lawyers say that paperwork gap is why DHS keeps rejecting the proof.

🚨 A $1,820,352 bill from the Department of Homeland Security, sent to a man who had already left the country nine months earlier.
CNN reports that Hector "Alessandro" Negrete, 43, drove out of Los Angeles on September 4, 2025, crossed into Tijuana and flew to Guadalajara. In May, a letter marked "invoice to border patrol" reached his old US address, where he still files taxes.
The penalty cites his failure to comply with a 2009 removal order. DHS says people with a final order who do not self-deport can be fined $998 per day. Leave using the CBP Home app, the agency says, and the fines are forgiven, with a free flight and a $2,600 exit bonus.
The scale is the money story. DHS told CNN that from the start of the second Trump administration to mid-July, more than 100,000 people received fines totaling more than $84 billion. As of July 16, the agency said it had collected $1.2 million.
Negrete's attorney Marissa Montes told CNN they submitted a Guadalajara lease, Mexican ID documents, domestic plane tickets, signed declarations and a news article about his move. DHS denied the appeal and asked for more. Because he drove across rather than flew, there is no clean exit record.
Legal nonprofit Public Justice is suing over the fine program. The federal government has argued in court the penalties were authorized by statute nearly 30 years ago and are lawful.
Negrete now works remotely for a US-based nonprofit and worries the government could go after that income.
